Before you cross
What you need to book and cross the border
Everything to sort before you leave Dubrovnik. Neither Montenegro nor Albania is in the EU or Schengen. Meaning that you will need additional documents to ensure a smooth crossing at Debeli Brijeg and Hani i Hotit.

Cross-border Authorisation
Your booking voucher and rental agreement must include the supplier’s written approval to enter Montenegro and Albania. It cannot be added at the counter.
Credit card in main driver’s name
Required at pickup for the refundable security deposit. Debit card deposits are generally declined or accepted only at a higher amount.
Green Card Insurance Certificate
Albania requires a Green Card proving third-party cover. It is rarely included in standard rental insurance and is usually charged per country.
Carry euros and Albanian lek in cash
Montenegro uses the euro; Albania uses the lek. Parking meters, tolls, and stops outside central Tirana often only take cash in the local currency.
Full driving licence held for at least 12 months
EU and UK licences are fully valid. Non-Latin script licences must be accompanied by an IDP (International Driving Permit). Minimum driver age is typically 21.
Valid passport for all passengers
Neither Montenegro nor Albania is an EU member, so border controls apply even though Croatia is in the Schengen Area. A full passport is required, not just an EU national ID.
⚠️
Critical: Crossing without a declared route, cross-border authorisation, or Green Card insurance can leave you personally liable for damage and may result in the vehicle being turned back at either border without the right paperwork.
Border crossings
Which crossing to use from Dubrovnik
This route crosses two borders: Croatia into Montenegro at Debeli Brijeg, then Montenegro into Albania. Debeli Brijeg is the main option for the first crossing, but you can choose the second crossing based on your route and expected queues.
| Crossing | Distance from DBV | Drive Time | Peak wait | Notes |
|---|---|---|---|---|
| Hani i Hotit – Recommended | ~290 km | ~4.5 hrs to border | 20–45 min | Inland route via Podgorica; the most direct way through to Tirana |
| Sukobin / Murićani | ~300 km | ~5 hrs to border | 30–60 min | Coastal route via Ulcinj; adds Montenegrin coastline but no time saved |

At the checkpoint – step by step
Debeli Brijeg → Hani i Hotit: Croatia exit → Montenegro → Albania entry
A quick overview of the process involved at each stage of the border to save you from last-minute surprises.
Croatian exit control (Debeli Brijeg)
An officer checks all passenger passports. Keep your rental agreement and Green Card together within easy reach to save time when cars queue behind you.
Montenegrin entry control (Debeli Brijeg)
Your passport is stamped here. Officers specifically look for the written cross-border authorisation on your rental agreement, and they often turn cars away.
Albanian entry control (Hani i Hotit)
A second passport stamp here by officers who check your Green Card insurance certificate specifically for Albania. A Green Card that only lists Montenegro will not be enough here.
Driving rules in Montenegro and Albania
Speed limits are similar in both countries. The maximum you can go is 50 km/h in towns, 80 km/h on open roads, and 100–110 km/h on motorways. Headlights stay on at all times. Your rental must include a warning triangle and reflective vest.
Return: Albania exit → Croatia re-entry
Standard duty-free allowances apply. Return queues can build at both Hani i Hotit and Debeli Brijeg in peak season. Try to cross on weekday afternoons to avoid congestion.
🗺️
You can route it to cross two borders on this trip, as there is no shortcut that reduces it to one. The inland road via Podgorica is simply the faster of the two options.
⚠️
Short waits are normal on most days. Summer weekends can mean waits of over an hour, and up to two hours at peak times. Weekday mornings are usually fastest. Friday and Sunday afternoons are the busiest.
Vehicle Guide
Which car category suits the Dubrovnik–Tirana drive?
The A1 and D8 are both well-paved modern roads – this is not terrain that requires anything special. The deciding factor is where you plan to park along the way.

💸
When is the cheapest time to rent a car from Dubrovnik to Tirana?
Prices follow the same seasonal pattern as the rest of the Adriatic coast, but this route runs a little higher than a Croatia-only rental because of the added cross-border cost.
| Period | Daily rate (economy–compact) |
| Jan–Apr | €20–35/day |
| May–Jun | €30–55/day |
| Jul–Aug | €55–95/day |
| Sep–Oct | €30–50/day |
| Nov–Dec | €18–30/day |
⚠️ The cross-border and Albania insurance fees below are charged as flat amounts per rental, not per day. This means they don’t shift with the season the way the daily rate does. November-April and October are generally the cheapest months to book, and they offer fewer summer-season crowds.
💶
How much does it cost to rent a car from Dubrovnik to Tirana?
The total rental price is more than just the daily rate. Additional charges usually apply because the car crosses two borders, and the exact fees depend on the booking.
| Cost item | Typical amount |
| Daily rate (economy–compact) | €20–95/day, depending on season |
| Cross-border authorisation fee | €50–90 per rental |
| Additional Albania insurance | €15–30 (covers up to ~15 days) |
| One-way drop-off fee | €120–250 per rental |
⚠️ Not every supplier allows you to take a car into Albania; some may restrict cross-border travel to Montenegro only. Always check that Albania is specifically listed as a permitted country before you book, rather than assuming it is included with a general Balkans cross-border fee.
💳
How much is the one-way drop-off fee?
Suppliers charge a flat per-rental one-way fee to get the car back to Dubrovnik after you drop it off in Tirana. The amount is higher than a standard city-to-city one-way rental within Croatia because it requires driving the car back across two international borders. The exact amount depends on the car category and the supplier’s return logistics.
| Route | Typical one-way drop-off fee | Key consideration |
| Dubrovnik → Montenegro | ~€50–€150+ | Depends heavily on supplier and drop-off city |
| Dubrovnik → Albania | ~€100–€300+ | Less commonly permitted; cross-border + one-way fees can both apply |
⚠️ A one-way fee is usually charged separately in addition to the booking price, but sometimes it may already be included in the deal. Check the supplier terms to confirm before booking.
📅
How far in advance should I book a Dubrovnik to Tirana car rental?
Since fewer suppliers allow cross-border travel to Albania, the number of available cars for this route is smaller than standard rentals in Croatia. Meaning that you will need to book earlier than you would for a trip within Croatia.
| Travel period | Recommended lead time |
| Nov–Mar | 1–2 weeks |
| Apr–May | 2–3 weeks |
| Jun | 4–6 weeks |
| Jul–Aug | 8–12 weeks |
| Sep | 3–4 weeks |
| Oct | 2 weeks |
💡 Cars approved for the Albania crossing can sell out well before the wider Dubrovnik fleet does, especially in July and August. If your travel dates are flexible, booking early gives you a much wider choice of car categories.
🚗
What is included in the rental car price?
Standard rentals from Dubrovnik include basic cover, but travelling to a cross-border location like Tirana comes with added costs.
| Item | Included by default? |
| Third Party Liability | Yes |
| CDW (Collision Damage Waiver, with excess) | Yes |
| Theft Protection | Yes |
| Cross-border authorisation for Montenegro & Albania | No – added separately |
| Albania Green Card / additional insurance | No – added separately |
| Tolls (Montenegro and Albania) | No – paid at the toll booth |
⚠️ Travelling to a cross-border location without the supplier’s prior written authorisation can void your insurance entirely, which may leave you fully responsible for costs related to vehicle damage or third-party claims.
🛂
Which companies offer cross-border car rentals from Dubrovnik to Tirana?
Alamo, Carwiz, Europcar, Green Motion, and National are among the suppliers that you can book a rental car for this route. Note that not all suppliers permit taking the car from Croatia to Albania, as some may only allow crossing into Montenegro, and a few may prohibit cross-border travel entirely. Enter your travel details in the booking form on this page to view deals from suppliers that cover Albania.
Some travellers save money by renting a car in Croatia for the Dubrovnik–Montenegro part, then switching to a second car from a local Albanian supplier after crossing the border. Compare this with a single cross-border rental, although you will need to change cars during the trip.
↩️
Can I return a car rental at Tirana Airport?
Yes. You can choose from plenty of one-way deals that allow you to drop off a car rental at Tirana Airport (TIA). Returning the car at an airport supplier branch may incur an additional fee. Opening hours differ between suppliers, so confirm the exact return location and office timings when booking.
⚠️ Returning outside normal desk hours usually incurs an added fee of around €25–40. The after-hours services are available upon request and must be arranged with the supplier in advance.
📍
Where can I pick up a car in Dubrovnik?
When booking through our platform, you can choose a pickup location from the following options available in Dubrovnik based on your convenience and travel preferences
| Location | Best for |
| Dubrovnik Airport (DBV) | Immediate onward travel right after landing |
| Dubrovnik Downtown | City stays and sightseeing, if you’re already staying in the centre |
| Gruž Port / Ferry Terminal | Island hoppers and ferry or cruise arrivals |
| Dubrovnik ACI Marina | Sailors and charter guests picking up dockside |
| Dubrovnik Bus Station | Travellers arriving by coach |
| Dubrovnik Hotel Delivery | Extra convenience – the car is brought straight to your accommodation |
ℹ️ Many airport suppliers operate around the clock and offer a free shuttle between the terminal and the rental desk. This means you can book with such a supplier without needing to time your pickup around counter hours if you are flying in.
💡 If you are staying in Dubrovnik before or after your trip, picking up your car downtown or at your hotel can save you a trip to the airport. Nonetheless, compare prices before making a reservation, as an airport pickup can sometimes be cheaper despite the extra distance or airport fee.
🚙
Can I rent an SUV from Dubrovnik to Tirana?
Yes. You can rent SUVs for a cross-border road trip, but availability on this route is more limited than for economy or compact car categories. This is because not all suppliers maintain or allow large-size vehicle fleets for cross-border travel into Albania. Book well ahead if you need this category, especially if you are travelling during peak season. A higher cross-border fee usually applies to SUVs and other larger vehicles compared to smaller cars.
🚗
Are luxury cars available for cross-border rentals in Croatia?
Availability for luxury or premium rental cars is usually limited. Suppliers often restrict these vehicles to travel within Croatia only because of the higher insurance excess involved in taking a high-value car outside the country. The suppliers that do allow it usually require a larger security deposit than for a standard cross-border rental.
💡 Book as early as possible to choose from a wider selection of luxury models, particularly during the summertime. If your travel dates are flexible, booking in shoulder or low travel season is a great way to get lower prices.
⚠️ Luxury cars may require additional paperwork and may not be available to young drivers. Confirm the supplier-specific eligibility conditions before you book.
💳
Can I use a debit card to book a cross-border car rental?
A credit card is required for the security deposit hold rather than for payment itself. The card must be in the name of the primary driver listed on the rental agreement. A few select suppliers may accept debit card deposits, but with a higher deposit amount and additional insurance.
✅ Check whether your travel companion can be registered as the main driver and use their card to book if you don’t have a personal credit card. You can be added as an additional driver in that situation.
👨✈️
Can I add an extra driver to my rental?
Yes. You can add extra drivers to a car rental booking from Dubrovnik to Tirana for a daily fee or a flat charge per rental. Any additional drivers must meet the same licence and age requirements as the main driver. They must also be present at pickup with the required documentation and listed on the rental agreement for cross-border authorisation.
⚠️ Rental insurance usually does not cover accidental damage caused by unregistered drivers, meaning the renter may be fully responsible for all related costs.
ℹ️ Additional drivers are offered as optional add-ons, which you can add from the list of available add-ons on the booking summary page when booking with us.
♾️
Do I get unlimited mileage with my rental?
Not always. Most standard deals for booking within Croatia usually include unlimited mileage, but cross-border rentals to Albania may have a daily mileage cap. The exact mileage limit can vary by vehicle category and supplier policies, and driving beyond the permitted distance can incur an extra fee.
⚠️ Always confirm the mileage policy in the rental terms of your preferred deal when booking with us. This is especially true if you are planning a round trip to Tirana and back, which easily adds up to several hundred kilometres a day.
🧑
What is the minimum age to rent a car?
Most suppliers require drivers to be at least 21, with a licence held for one to two years. Drivers under 25 often pay a young driver surcharge. The amount varies by supplier and is typically around €5–10 per day. Some suppliers also set an upper age limit, commonly between 75 and 80, which can be lower for luxury or SUV categories.
🛡️
Is my car rental insurance valid in Montenegro or Albania?
Not automatically. Standard cover from a Croatian rental applies only within Croatia unless you have also bought additional cross-border insurance in advance.
| Country | Permitted? | Extra cost | Key requirement |
| Montenegro | Generally yes | Usually included in cross-border fee | Prior authorisation + Green Card; ensure Montenegro is listed on the rental agreement |
| Albania | Only with select suppliers | ~€15–30 for Green Card/additional insurance | Special authorisation often required; Croatian rental insurance may not automatically apply |
ℹ️ If you are driving into Montenegro, check the back of your Green Card to make sure “MNE” is not crossed out. Some older cards exclude Montenegro even when the supplier says it is allowed.
📄
What documents are required for a Dubrovnik to Tirana car rental?
You should have the following documents to rent and pick up a car. Suppliers often deny or cancel bookings without documents during vehicle collection.
| Document | Requirement |
| Valid driver’s licence | Held for at least 1–2 years (varies by supplier) |
| Passport | Required for every passenger – a national ID card isn’t enough, since neither Montenegro nor Albania is in the EU |
| Credit card | In the main driver’s name, for the security deposit hold |
| International Driving Permit (IDP) | Required if your licence is in a non-Latin alphabet (e.g. Arabic, Japanese, Chinese) |
| Rental Confirmation Voucher | Required to verify your booking details at the time of vehicle collection |
| Cross-border authorisation | Written approval from the supplier covering both Montenegro and Albania |
| Green Card / Albania insurance certificate | Proves valid cover for the countries you’re driving through |
⚠️ You must arrange the cross-border authorisation before you leave Dubrovnik. You cannot add it at the counter once you are already at the pickup desk.
🔍
What if my rental car breaks down in Albania?
Call the emergency number provided in your rental agreement first, and have your location and vehicle details ready. Most suppliers offer 24-hour roadside assistance, but response times can be slower once you are outside Croatia, since not every supplier’s service network extends into Albania. Some suppliers rely on a local partner to handle the recovery instead.
✅ Before you book, ask the supplier directly what happens if the car breaks down abroad: whether they send a replacement vehicle to your location, or expect you to return to Croatia to swap cars. Policies vary a lot between suppliers on this point.
🗺️
Which is the best route from Dubrovnik to Tirana?
The best route from Dubrovnik to Tirana depends on whether you want to save time or see more of the coast.
| Route | Crossing | What it’s like |
| Coastal (via Kotor, Budva, Bar) | Sukobin–Murriqan | More scenic, similar overall time to the inland route |
| Inland (via Podgorica) | Hani i Hotit | Slightly faster, more direct |
💡 Neither route avoids the two border crossings: Croatia into Montenegro, then Montenegro into Albania. The choice really comes down to whether you want coastal scenery or a shorter drive.
