Yes. The A1 motorway and D8 Adriatic Highway are two main routes, both offering well-maintained roads all the way to the Montenegrin border. This means you can simply use standard vehicles unless a 4WD or extra ground clearance is required further in your itinerary. You will need to adjust your speed to the zones (50/80/100 km/h). Enforcement involves strict rules on headlights, zero-tolerance or low alcohol limits, and on-the-spot cash fines for speeding.

Hybrid cars can be relied on for a trip from Croatia to Montenegro. Fully electric cars or EVs may require extra effort, as the charging infrastructure is significantly limited once you’re past the Montenegro border. Hybrids are easy to refuel at standard gas stations throughout the region without planning stress. Note that the one-way fee for EV rentals is generally also higher than petrol or hybrid equivalents.
