Is there any way to avoid paying cross border fee?
Unfortunately no. For crossing international borders in a rental car the legal way, paying the associated cross border fee is mandatory.
One genuine exception: several providers, including Sixt and Hertz, don’t apply the non-EU fee for the short transit through Neum (the strip of Bosnian coastline on the old coastal road between Split and Dubrovnik), treating it as a pass-through rather than a border visit, usually capped at a couple of hours.
